Registration, tax code and RUA: where identity enters in the two kinds of account

The useful question is not whether a casino asks for documents. Both types of operator ask for them. The useful question is at which minute of the story it asks for them, and who decides that minute.

It is the only difference that is really felt afterwards, because it always falls at the same point: between the moment the money went in and the moment it should come out.

On the non-licensed side identity comes later, and almost always at the same point: between the win and the withdrawal. The coin you arrived with changes that moment, and the brands that accept the stable one are in best USDT casinos. The full route from the bank account to the balance is in how to make a deposit at a crypto casino from Italy. The comparison is in best crypto casinos in Italy.

What is needed to open an account with a licence holder

On the concession side identity is a requirement for opening, not a later check. Registering with an operator holding an Italian concession requires a tax code and an identity document: an anonymous gaming account, at a concession-holder, does not exist as a possibility.

The tax code is not one more piece of bureaucratic detail. It is the key by which the account is tied to one single person, and by which that person is recognised by all concession-holding operators together, which is what makes possible the tools described in the following paragraph.

Whoever opens the account knows from the start who they have given their data to and which authority the supervision belongs to. It is a privacy cost paid up front, in exchange for an identifiable counterparty.

The RUA is a single national register kept by the Agenzia delle Dogane e dei Monopoli. Anyone who signs up to it is blocked from accessing an account with every licensed online operator and from entering authorised physical venues: you sign up once and it applies across the whole licensed perimeter.

The durations offered are three fixed terms — 30, 60 or 90 days — plus open-ended registration. The latter is not reversible straight away: revocation is possible only after six months have passed since registration.

No article number is given here next to these durations: they come from the description of how the tool works collected on 26 August 2026, not from a legislative text quoted in full.

The perimeter of the register coincides with the perimeter of the concession, because it is on licence holders that the obligation to consult it is imposed. It is a fact about how the tool works, not a judgement on anything.

On the help side there is the Telefono Verde Nazionale for gambling-related problems, run by the Istituto Superiore di Sanità, 800 55 88 22, free and anonymous. Gambling is prohibited to anyone under eighteen and can cause pathological addiction.

Where identity comes in with a non-licensed operator

In the documents of the hundred brands read on 26 August 2026, the clause on identity verification was found legible in 49 cases. In all 49 the wording leaves the operator the option of requesting documents, at its own discretion and at any moment of the relationship.

Five of those 49 clauses also state a figure above which the request becomes all but certain: 2500 € for Bitcasino.io, Sportsbet.io and Livecasino.io, all three at point 6.6; 2500 $ for Rocketpot at point 11.4; 2000 USDT for Empire.io at point 5.4. The other 44 clauses contain no numerical threshold at all.

Forty-four clauses out of 49, then, describe a certain event whose timing is not stated.

Why «no documents at registration» is not «no documents»

The two formulas look alike and say opposite things. The first describes the sign-up form: email, password, off you go. The second would describe the whole relationship, and in the library not a single clause was found to support it.

The point is that the sign-up form is not where the operator risks anything. The place is the withdrawal, and that is where all 49 clauses reserve the right to step in.

The three differences that remain when the two accounts are lined up

Aspect Account with a licence holder Account with a foreign operator
When identity comes in At opening: tax code and document When the operator decides, typically at withdrawal
Who decides The rule, the same for everyone registered The operator, according to its own clause
Self-protection tools RUA, valid across all licence holders together Only those the operator publishes in its own terms

The most important row is the second. In the first case the criterion is written down in advance and applies to everyone; in the second the criterion is an option, and an option is exercised when it suits whoever holds it.

What was not read

The library does not contain a field dedicated to the self-exclusion tools published by the individual foreign operators: for the hundred brands that point was not read, and it is therefore not claimed here either way.

For 21 brands out of 100 no page opened at all, neither in a live version nor in an archived copy: for those not even the verification clause is known. Thirty-eight brands were read on the live documents, 41 on an archived copy.

What happens after verification, when the balance has to come out, depends on the route the money takes: it is the subject of the page from the euro to the cryptocurrency. Anyone who instead wants to check upstream whether an operator is a licence holder will find the route in the page on the ADM concession.
